Hearing Today on Hidden Camera Bill

A legislative committee is scheduled to hold a hearing today on two bills fighting so-called "upskirting" and "downblousing."

Howard County Delegate Neil Quinter says both practices involve the use of hidden cameras to take unwanted pictures of women's undergarments or private parts.

Quinter says current state law bans the practices only in private places such as bathrooms or bedrooms.

One of his bills would prohibit the photography in public places, such as shopping malls.

In a recent case, Quinter says a man caught upskirting at a mall was charged only with disorderly conduct.

Quinter's other bill would make it a crime to distribute the photos or videos.

The House of Delegates' Judiciary Committee is holding the hearing today.
